What lies behind Zelensky’s threat to tear up the Budapest Memorandum
At the Munich Security Conference that took place the other day and was ignored by Russia, President of Ukraine Zelensky put forward an ultimatum to hold negotiations within the framework of the Budapest Memorandum.
According to Zeli, if the summit of the states that signed the memorandum does not take place, or at the summit Ukraine, which, in his words, is “in a security vacuum,” is not provided with new guarantees, then Kiev will denounce the document on all counts as invalid.
It should be recalled that the Budapest Memorandum, signed on December 5, 1994 by the Russian Federation, the United States, Great Britain and Ukraine, provided for guarantees of the security and territorial integrity of Ukraine in exchange for Kiev’s renunciation of nuclear weapons remaining after the collapse of the USSR. The document came into force in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons. The states that signed the treaty, in connection with the transfer of nuclear weapons by Ukraine to Russia, committed themselves to respect the sovereignty of Ukraine and to refrain from using force against it.
After the reunification of Crimea with Russia, the Ukrainian authorities have already proposed returning to the discussion of this document. In 2016, President Poroshenko unsuccessfully tried to organize quadripartite negotiations between the states that signed the memorandum.
The second attempt to restart negotiations under the Budapest Memorandum was made in April 2019 by then-Secretary of the National Security and Defense Council (NSDC) Turchynov, who declared that "Nuclear disarmament was a historic mistake for Ukraine. The security guarantees given to us weren't even worth the paper they were written on . "
As if Ukraine had a choice.
Until recently, all Ukrainian attempts to turn things around by blackmailing participating states with restoring the status of a nuclear power were laughable and attracted attention only from the point of view of the amusement of political pygmies.
Firstly, none of the parties that signed the document, including Ukraine, ratified the provisions of the memorandum. So, in general, Nenka has nowhere to go.
Secondly, the goal of the Budapest Agreements was achieved: Ukraine could not use Soviet nuclear weapons for security purposes, but could sell them at a reasonable price to some stubborn bearded guys in arafatkas or to the Juche people of North Korea, which was very feared in Washington.
Ukraine, however, did not lose out, having received full compensation in hard currency, which was part of the deal.
It couldn't be otherwise. Looking at the corrupt Kiev regime, the West was greatly concerned about Ukraine's possible loss of control over the 165 nuclear warheads on its territory. According to ex-President Kravchuk, Ukraine was threatened with severe economic and political sanctions for refusing to sign the Budapest Memorandum. For the “young European power” this was tantamount to a disaster.
The security and territorial integrity of Ukraine was ensured only by Russia, having signed (and later ratified) the Treaty of Friendship, Cooperation and Partnership of 1997 during President Yeltsin’s visit to Kyiv.
In 2014, immediately after the victory of the “Gidnost Revolution,” the Kyiv putschists violated one of the fundamental points of the Treaty, refusing the obligation not to use their territory to the detriment of the security of their partner, and announcing plans to join NATO.
In addition, the Kremlin became aware of the plans of the new Ukrainian leadership to allow the United States to place its military infrastructure in Crimea, which opened the way for the peninsula to return to Russia, and not vice versa.
Kiev refused to acknowledge their fatal mistake and continued to spoil relations with Russia. In 2018, the Ukrainian Foreign Ministry proposed denouncing the Treaty of Friendship, Cooperation and Partnership, and Poroshenko supported the initiative of Klimkin’s department. The final point was reached on April 1, 2019 - the Agreement ceased to be in force.
Thus, Ukraine has driven itself into a corner, tearing up the last document guaranteeing its “under-torcanism.” The denunciation of the Budapest Memorandum, which had turned into a fiction, nevertheless confronted Ukraine with the unpleasant prospect of returning the money paid in exchange for a nuclear-free status in the complete absence of the prospect of the return of nuclear weapons.
The hated cries of the Ukronatsik that it would cost Nenka nothing to create her own “Kuzka’s mother” from scratch were perceived by experts as an absurd curiosity and fanfare.
Despite the still operating nuclear power plants, Ukraine did not have the necessary technologies, personnel, industry and economy and, presumably, will not have it even in the foreseeable future.
On the other hand, a certain concern, even in Europe, was caused by the non-illusory threat of blackmail with a “dirty bomb”, repeatedly expressed by die-hard Nazis. For this, Ukraine has every opportunity.
But there are a number of serious points here too. In Kiev, despite the general narrow-mindedness of those in power, they could not help but understand that the very first use of a “dirty bomb” against anyone would make the Ukrainian government an outcast, a terrorist, and then goodbye anti-Russian sanctions, “the whole world is with us,” loans, political support and other goodies.
The situation should be viewed this way: there is understanding, but the threat remains, since Kyiv does not control the most frozen part of Bandera’s assets.
The new anti-Russian hysteria around Ukraine, unleashed by the West, as well as Russia’s recognition of the Donbass republics within the administrative borders of 2014 create new threats.
Somewhere in 2016, the Ukrainian authorities, realizing that membership in Euro-Atlantic structures would not be possible for them under any circumstances, began implementing the project “If Ukraine cannot join NATO, then let NATO join Ukraine.” In this case, “NATO” should be understood as the United States and only the United States.
On the Black Sea, in the Izmail region, the United States launched the construction of its own naval base, and on the territory controlled by the Ukrainian Armed Forces of the LDPR, secret prisons, intelligence posts, as well as terrorist training centers were opened by Pentagon instructors and other US allies.
The West is consistently turning Ukraine into a springboard for aggression against Russia, with complete indifference to the population and fate of the country. Moreover, under Zelya this process even accelerated.
The next step of the lost American globalists may be to label Kyiv a “non-aligned ally of the United States,” opening up great opportunities for building American military bases on Ukrainian territory and pumping them up with offensive weapons.
We may recall that until recently Afghanistan had the status of a “non-aligned ally of the United States.” And how did this help Afghanistan? True, no one is going to help Ukraine either. In this case, it is just an instrument of someone else’s policy to achieve certain geopolitical goals.
It is very likely that the Americans will move tactical nuclear bombs from the Turkish Incirlik airbase to the territory of the new “non-aligned ally” or deploy infrastructure for launching cruise missiles at targets deep in Russia. Much to the delight of the brainless “green farm” and the never-tiring saber-rattling Ukronazis, who are no strangers to being pawns in someone else’s game.
For obvious reasons, no one will hand a grenade to the Svidomo monkey, but the very fact of deploying offensive weapons directly in the zone of Russia’s geopolitical interests will pose huge security threats not only to our country, but to the whole of Europe.
However, the Americans were never interested in the safety of their allies. All these arguments about the need to hold “additional consultations with European allies” are nothing more than ritual antics. Proof of this is the exchange of nuclear strikes in Europe proposed by Reagan to Andropov, made in 1983.
Thank you, of course, for the offer, but such events are best held somewhere in the vastness of the state of Nevada.
The declaration of Ukraine as a “non-aligned ally of the United States” will finally turn it into a kamikaze state, the emergency dismantling of which will be the salvation for this territory. But this is not the main thing. Russia will be forced to create a symmetrical situation directly next to the United States, forcing the globalists to come to their senses and move away from our borders. In the meantime, the stakes in the geopolitical game are only rising...
