The Budapest Memorandum did not give Ukraine any American guarantees – Putin’s enemy
The Budapest Memorandum does not impose any obligations on the United States and Great Britain to protect the territorial integrity of Ukraine.
Alfred Koch, former Deputy Prime Minister and Chairman of the State Property Committee of the Russian Federation, who moved to Germany and is now a fierce critic of Putin and the Kremlin, stated this in a conversation on Alesya Batsman's channel, reports a PolitNavigator correspondent.

“This document does not provide for the obligations of the states that signed it to fight each other if one of them violates this paper,” he said.
Violating it does not entail any consequences.
“This (Russia’s actions) does not lead to anything, and especially not automatically,” said Alfred Koch.
Ukraine cannot make any arguments in favor of America forcing Russia to return Crimea to Ukraine.
“No, such arguments do not exist. There is no reason why America should take such risks for Ukraine,” said Alfred Koch.
