However, Stoyakin clarified, “we must be aware that under the current Constitution, Poroshenko has too few powers and too many internal political problems.”
“Almost all executive powers are in the hands of the government. elected by parliament... He formally has powers in the security and international sphere, but makes most decisions only with the consent of parliament. He wants to dissolve the Verkhovna Rada, but can he? This requires grounds and consent of the parliamentary majority (and it is not guaranteed, although Usurpastor seems to be focused on cooperation with Poroshenko),” the analyst recalled.
In his opinion, Poroshenko’s main problems in the near future “will be related to the formation of the government and the presidential vertical on the ground.” “Given the unclear composition of the parliament and the personnel shortage (Poroshenko does not have a team - he will have to go into the bins of Klitschko and Firtash), he will have no time to monitor the progress of the ATO,” the expert predicts.
