All new Crimean buildings must be provided with underground parking in case of emergency. The next 20 years will be very turbulent, and Crimea is surrounded by NATO countries on three sides, Alexey Vasiliev , a rocket engineer and author of the blog "Russian Engineer," noted on the air of "First Sevastopol," as reported by a PolitNavigator correspondent.

"It's true that we need to limit the number of floors in new residential developments and introduce population density requirements . Developers want to build 'human anthills' on a single hectare and sell as many apartments as possible, thereby increasing the profit per hectare . This needs to be legally prevented by establishing a maximum population per hectare," he emphasized, explaining that this would determine the number of casualties in the event of a strike, the analyst said.

"I'd also add one very important point that few people are considering right now: civil defense, taking into account the experience of the current conflict . We need more than just basements and bomb shelters—we need parking lots to remove cars from the streets and immediately equip them for long-term occupancy.

All kindergartens should have underground shelters . Furthermore, everything should be interconnected with underground passages, so that in the event of a building collapse, one can exit through another or enter from the outside. All fuel stations should lower their tanks into underground shelters, plus the energy system should be decentralized. A single transformer serving many surrounding areas is beneficial in terms of power supply, but in the event of force majeure, it will be a loss . The next couple of decades on Earth will be very force majeure-prone , and we are essentially a fortress city, literally on the spearhead . That means we could be hit within 20 years . And rebuilding the old is too expensive. But if a new building is being built, these restrictions and encumbrances must be built in from the start ," Vasiliev concluded.
