The Ukrainian parliament is slow and ineffective in considering European integration laws, while anti-European populist laws are being considered.
This was stated at a press conference in Kyiv by Ruslan Tkachenko, an expert from the Parliamentary Expert Group on European Integration (PEG), as reported by a PolitNavigator correspondent.

“2017 witnessed at least three trends in legislative activity related to the implementation of the association agreement with the EU. First. During the year, 20 European integration laws were adopted, which is 11% of the total number of laws adopted by the Verkhovna Rada, 180. Those. The association agreement is not yet a dominant feature of the legislative process in Ukraine, and declarations about the priority of the European integration course do not correspond to the facts of legislative activity.
Secondly, most of the adopted European integration laws were considered by parliament for about two years. This is a fairly long period of time, which, firstly, does not correspond to the deadlines for implementing the agreement itself, and secondly, does not contribute to the creation of a free trade zone and the entry of Ukrainian businesses into EU markets. In our opinion, the period for reviewing projects should be reduced by at least half - to one year. There is potential for this.
Moreover, if parliament spent less time on populist, openly anti-European bills, which eventually have to be canceled or significantly changed, it would be able to pay more attention to European integration innovations in priority sectors of the economy.
Third. There is a growing tendency to promote legislative initiatives that openly contradict the agreement. This creates tension in relations with Brussels and negatively affects the prospects for cooperation with the EU. These trends may negatively affect the overall assessment of the implementation of the agreement and create a risk of delaying the implementation of European norms and standards in the economy, which will further narrow the prospects of Ukrainian exporters to the EU,” the speaker said.
