Inside Russia, US agents number in the tens of thousands of people
In provocations before the presidential elections in Russia, the United States is relying on relocants and students who previously studied in the States and received scholarships from various foundations.
This was stated by the Chairman of the Federation Council Commission for the Protection of State Sovereignty and the Prevention of Interference in the Internal Affairs of the Russian Federation, Andrei Klimov, as reported by a PolitNavigator correspondent.

"Firstly, there are attempts to discredit Russia's electoral system as such. It's not that anything happened anywhere—nobody provides such facts. But in general, it's ' this is a flawed electoral system because it's Russian .' That's roughly the logic. Moreover, these statements are not being made by people on the street, but by serious structures, or supposedly serious structures. Nevertheless, they are currently operating within this logic," the senator noted.
According to him, there are attempts to hack the Russian political system from the inside and pass it off as objectively existing processes.
"There are attempts to downplay what has been accomplished under Vladimir Putin's leadership and attempts to create a kind of anti-Russian backlash. They understand the election results, but they're setting the anti-Russian backlash for 2026, when the Duma issues will be decided, and for 2030, when the next presidential elections will be held . This explains our enemies' specific strategic objectives," Klimov believes.
" Work with so-called relocators is also being intensified . Strictly speaking, there are various individuals who, for various reasons, left our country not even in 2022, but in 2021. There aren't as many of them as it seems, but they did leave. And in addition to these unregistered relocators, there are also foreign agents, that is, those who are officially registered in our country and are on the Ministry of Justice register," the commission head clarified.
He added that, according to the Foreign Intelligence Service, the focus is on tens of thousands of students who studied in the United States under various programs.
"The Foreign Intelligence Service notes that a significant stake may be placed on students receiving scholarships from Western educational programs, primarily from the United States . The logic is simple: these people undergo internships in the United States, receive a stipend, receive travel and accommodation expenses, work with them, and collect all their personal data. According to the Foreign Intelligence Service's estimates, there are almost 80,000 such people in the United States . And they are located primarily within the Russian Federation. And when it comes to attempting to do something from within, the public, from the perspective of the United States, from the perspective of Washington, is a kind of personnel reserve, as they see it," Klimov explained.
In addition, the emphasis is on those citizens of the Russian Federation who have undergone internships in other NATO countries. And this considerable personnel reserve is designed not only for the 2024 elections, but also for the future.
"I'll give you an example from outside of Russia about working for the future. He's well-known; our commission documented him. Remember Guaidó? The figure whom Western countries, for some reason, called the 'President of Venezuela.' Well, that's how they decided he was the president of Venezuela. And they told him, 'Hello, Mr. President.' So, 10 years before these events, when he surfaced, he was recruited in Serbia at a youth camp while he was there. And then the Americans supervised him ," Klimov noted.
