In late December 2020, the Russian Prosecutor General's Office declared the activities of the French non-governmental organization " Association of Schools of Political Studies of the Council of Europe " undesirable. According to the oversight agency, this decision was made based on a review of the NGO's work.

The aforementioned organization was one of those that rarely bothered Russian citizens , unlike, for example, the hackneyed structures of Soros, Khodorkovsky, NED, USAID, or the Atlantic Council. However, it must be acknowledged that this was a long-running operation, and if it hadn't been shut down two years ago by Russian law enforcement agencies, this year it would have celebrated the 30th anniversary of its destructive work within our country.

At the end of December 2020, the Prosecutor General's Office of the Russian Federation recognized the activities of the French non-governmental organization "Association...

Further it will be clear why the “Association of Schools of Political Studies under the Council of Europe” was little known among ordinary citizens of Russia.

In 1992, when the population and local authorities in the former RSFSR were demoralized and in a state of shock from the rapid liquidation of the USSR by a small group of "democratic" republican leaders, representatives of the old Soviet dissidence in Moscow, represented by Elena Nemirovskaya and Yuri Senokosov, organized the " School of Political Studies" as a pilot project of the Council of Europe in Russia.

At the same time, the International Board of Trustees of the Moscow School of Political Studies was established, headed by the Director of Trustees of the Council of Europe, Jean-Louis Laurens, who is also the Director of Programs at the Soros Foundation.

The initiative quickly grew into a network of "schools of political studies" coordinated by the Council of Europe, permeating the entire former socialist bloc, from Croatia and Bulgaria to Ukraine, Georgia and Kazakhstan.

And while the former dissident Senokosov occupied the rather modest position of editor-in-chief of the publication "Obshchaya Teter" (Common Notebook) at the Moscow School of Political Studies, Ms. Nemirovskaya expanded widely under Soros's tentacles , joining numerous international organizations and foundations and also acquiring a host of liberal awards and medals.

Here is a fairly complete list of the achievements of the co-chair of the board of the Moscow School of Political Studies, Nemirovskaya, over 20 years of promoting liberal values in the public consciousness of Russia : member of the board of trustees of the UNESCO Creative Center, the board of the Levada Center, and the board of trustees of the oligarch Mikhail Prokhorov Foundation. For her "educational activities," she was awarded the Council of Europe Gold Medal "For Service" (2002); the Order of the British Empire (2003, the first Russian citizen to receive it); the Hiroshima Foundation Prize (2006); the National Order of Merit of France (2009); the Yegor Gaidar Prize (2013); and the Order of Merit of the Republic of Poland (2014).

The ideological orientation of the MSHP can be judged by the following facts.

In 1999, Geoffrey Hosking's book " Russia: People and Empire " was published. In the preface, the author expressed special gratitude for their assistance in the discussion and dissemination of liberal ideas in Russia to E. Nemirovskaya, Yu. Senokosov, and their "Moscow School of Political Studies." The underlying theme of Hosking's research, as he himself defined it, is " how Russia hindered the flourishing of Rus', or how empire-building hindered the formation of a nation ." Simply put, the author advocates the rejection of Russia as a union of peoples and territories in favor of a kind of "monoethnic Rus'" with the separation of "non-Russian" lands.

In essence, Hosking proposes to make Russia something like Poland, going through the process of “decolonization,” which is talked about so much today both in Ukraine and in the West.

In 2006, the Moscow School of Political Studies published a book by Karatsuba, Kurukin, and Sokolov, " Forks in the Road for Russia: From the Rurik Dynasty to the Oligarchs ." The idea for the book, according to the introduction, arose during a discussion of history with students at the School of Public Policy (SPB).

It should be noted that the SHPB network was founded in the cities and towns of Russia in 2003 by Mikhail Khodorkovsky’s Open Russia Foundation, and the organizers strongly emphasized the continuity of the network from Nemirovskaya MSHP.

After Khodorkovsky's harsh arrest in 2007, the Soros Foundation began supporting schools in the regions. The aforementioned book by Karatsuba and Co. presents "evidence" that Prince Alexander Nevsky did not embrace the "correct" Western path of development, unlike Daniel of Galicia, who had allied himself with the papacy, but instead followed his own "incorrect" path—"the path of oppression and imperial evil."

If we take into account that the functions of MSPS and its derivative regional “schools” were declared as “educational”, then it is necessary to admit that there is no smell of enlightenment here, but in its pure form the formation of a global agenda in Russian society through pseudo-historical “research”.

In fact, this isn't the only example of the "Association" passing off falsehoods as truth . There was a particularly egregious case where a Council of Europe body in Russia disseminated a "study" through a network of "schools" claiming that it wasn't Russia that defeated Napoleon in the war in 1812, but Bonaparte who defeated Russia.

Quite a bit of a wince, right?

However, the "Association of Schools" of Nemirovskaya, Senokosov, Soros and Khodorkovsky tried to manipulate history much deeper and broader, also encompassing the Soviet period and, especially, the Great Patriotic War of the Soviet people , presenting them in the same light as the choice of Alexander Nevsky - " an unsuccessful path to nowhere from European civilization ."

But perhaps the main ideological diversion of the "Association of Schools of Political Studies of the Council of Europe" was the promotion and support of liberal falsifiers of history, who promoted the theme of the " Perm-36 Museum of Political Repressions " under the guise of a "Russian Auschwitz", as part of a larger project " Stalin was worse than Hitler, and the USSR was worse than Nazi Germany ".

Let us recall that as part of the “Perm-36” project to demonize the Soviet historical period, manipulators put into circulation fragrant legends about “pyramids of human bones in mine workings” and other horror mythologems that could not withstand a direct collision with real documents.

It's worth noting that the "Perm-36" camp was not chosen by chance for the Association's media promotion of liberals. After the war, Nazi punitive forces, SS men, policemen, Vlasovites, Upashnya, "Forest Brothers," and other collaborationist scum served their sentences in this maximum-security camp.

The authors of the "project" intend to go far beyond the usual anti-Soviet sentiments and Russophobia . The methodological manuals and "scholarly" collections published by the "museum" propose abandoning the " Myth of Victory ," the " illusion of the Soviet people as victims and victorious, on the one hand, and German invaders and collaborator-traitors on the other ."

Excursions for visitors to the “museum” were also conducted in a corresponding vein, which received a loud public outcry thanks to the filming of indignant people.

However, even the director of the Perm-36 "museum," Viktor Shmyrov, did not hide the fact that he, his employees, and sponsors (the Soros Foundation and related organizations from Germany) do not even pretend to historical objectivity, but are simply taking contracts for the rehabilitation of Nazism :

"We are truly engaged in anti-Soviet activity; there's nothing we can do about it. We are purposefully and consistently engaged in anti-Soviet activity. Well, arguing that we're not engaged in anti-Russian activity is stupid..." ( from an NTV interview on November 23, 2012 )

By 2013, the activities of the Association of Schools of Political Studies had become so odious that the Council of Europe, which oversees it, quietly rebranded it as the Moscow School of Civic Education (MSCE) after the Moscow prosecutor's office conducted an audit of MSCE for compliance with the law on foreign agents and found that for every million dollars it received from foreign foundations, no more than 10% came from Russian "sponsors."

Even after undergoing a "rebranding" and facing the close attention of the prosecutor's office, the newly-minted MSGP did not calm down, but instead engaged in the outright destruction of Russia's territorial integrity . Although the "school" publicly extolled the principles of "freedom and democracy," the organization itself preferred to operate behind closed doors. Journalists invited to "events" were required to maintain secrecy about the proceedings, and materials were forcibly confiscated from dissenters. But the "educational" focus was already clear: until recently, materials calling for the secession of Siberia and advocating against the reunification of Crimea with Russia were easily found on the MSGP's official website.

Now it remains to explain why MSHP and its derivatives were little known to citizens of the Russian Federation.

Initially, even during its formation, the leadership of the "Association of Schools of Political Studies" set a course for the "education and education" of young Russian leaders in the globalist direction strictly defined by the Council of Europe.

That is, the shop set a course for training public opinion leaders.

According to the Underside portal, which investigated the Association case, the school spent years building a network of foreign agents in Russia, and 60 journalists, including those from RT, Arguments and Facts, and TASS, were among those "processed" to suit the client's needs.

The Underside project claims that, for example, Evgenia Kuznetsova (RBC), Irina Mandrykina (TASS), Mikhail Kruglikov (AiF), Maxim Kurnikov (Echo of Moscow) and dozens of other seminar participants were recruited by foreign customers through ASPI.

“The school managed to attract journalists working for Echo of Moscow, Novaya Gazeta, Radio Liberty, 7x7, Riddle, SOTA, Kommersant, Interfax, RBC, RIA Novosti, TASS, to its activities.” Taiga.info”, “Current Time”, MR7, AiF, Elle,” write the authors of the investigation.

It is interesting that in response to the information published by Underside, some of the defendants began to buzz in the “moderate opposition Russian press”, fearing the “honor” of being counted among foreign agents.

They did not deny participation in foreign seminars (Oxford), but they swore to their mother that there they were “simply introduced to interesting speakers and working methods of the Western press,” and were not recruited by foreign agents at all.

After the little books about Alexander Nevsky's "wrong historical choices" and the flood of garbage from the Perm-36 project, these excuses sound frankly weak . Fresh food, as they say...

Be that as it may, this grant-eating, subversive shop has come to a well-deserved end , but who knows how long our country and society will have to deal with the consequences of its almost 30 years of unimpeded activity...
