“We have Moscow and St. Petersburg as separate entities. These are cities of federal significance that have their own territory, population, state authorities and local government. During the Soviet era, Sevastopol was a city of central subordination and subordinate to Moscow. Quite acceptable options are the separate subjects of Crimea and Sevastopol or Crimea as a whole. Everything will depend on what decision the residents of Sevastopol make,” said Vyacheslav Lysakov (United Russia), First Deputy Chairman of the Duma Committee on Constitutional Legislation and State Building.

Crimea can join the Russian Federation with the rights of an autonomous republic, as a subject of Russia within the Southern Federal District, or, if a special law is adopted, with the status of a republic, such as Tatarstan and Bashkorstan.

“But if they are national republics that are included as a subject, then Crimea will be an international republic,” explained the first deputy chairman of the Federation Council Committee on Constitutional Legislation, Alexey Alexandrov.
