Kiev said that until the United States appoints a “chief for Ukraine,” the Normandy format will be blocked
Kiev de facto recognized Ukraine's lack of independence in resolving the internal civil conflict in the east of the country. According to representatives of Ukraine, the Normandy format of negotiations on resolving the conflict in Donbass (Ukraine, Germany, France, Russia) has actually been paused during the elections in Germany and France, as well as the formation of structures responsible for certain areas of foreign policy in the United States.

This opinion was expressed on her Facebook page by Iryna Gerashchenko, First Deputy Speaker of the Verkhovna Rada and Ukraine's representative in the humanitarian subgroup of the Trilateral Contact Group.
“Germany is entering the election period, which will take place in September. In France, in the coming months, the new cabinet of the newly elected president will only be formed, and they will have no time for foreign policy, at least not for Donbass. In the United States, structures that are responsible for certain areas of foreign policy are also just being formed,” she noted.
According to Gerashchenko, Russian President Vladimir Putin “uses all this, so the “Normandy format” has, in fact, been put on a certain pause, and this directly affects the Minsk format, a derivative of the Normandy format.”
“It seems that the issues that we are trying so hard to resolve in Minsk and that are now blocked will remain in the same state for now,” she complained.
