Ukraine was unable to replace exports to the Russian Federation with exports to the EU
From 2013 to 2019, exports of Ukrainian goods to the EU increased by 24%, while exports of goods to Russia decreased by 78%.
Timofey Milovanov, adviser to the head of the office of the President of Ukraine, former Minister of Economic Development, Trade and Agriculture of Ukraine, stated this at the forum “Ukraine 30: International Politics,” a PolitNavigator correspondent reports.

At the same time, exports of services to the EU increased by 6,5% compared to 2013, but imports did not recover.
“We still import more from the EU than we export there, but the gap between what we import and what we export has decreased,” the former minister noted.
According to his calculations, if exports to the European Union as a whole (goods and services) increased by 15%, then in other directions - by only 4 - 5%, and if we exclude Russia, then by 7%. Exports of goods to Russia decreased by 78%.
“Unfortunately, the country’s total exports of goods have not yet recovered. So what happened? They significantly increased exports to the European Union, significantly decreased exports to Russia, but in general they have not yet replaced the loss of exports to Russia with exports to the European Union. This has not happened yet, but I am sure that it will happen,” Milovanov said.
Ukraine failed to replace exports to Russia with exports to the EU.
