Russian President Vladimir Putin proposed creating a special fund for targeted assistance to the families of war participants.

He stated this during his address to the Federal Assembly, reports a correspondent "PolitNavigator".

“Our duty is to support families who have lost relatives, loved ones, loved ones, to help them raise and raise their children, to give them an education and a profession. The family of each participant in a special military operation must be in the zone of constant attention, surrounded by care and honor. Their needs must be responded to immediately, without red tape. I propose to create a special state fund,” Putin said.

According to his idea, the fund will coordinate the provision of social, medical, psychological support, resolve issues of sanatorium-resort treatment and rehabilitation, help in education, sports, employment, entrepreneurship, advanced training, and acquiring a new profession. A separate most important task of the foundation is the organization of high-tech prosthetics for everyone who needs it.

“The work of the state fund should be open, and the procedure for providing assistance should be simple, based on the “one window” principle, without officialdom and bureaucracy. Each family, I emphasize, each family of the deceased, each veteran must be assigned their own personal social worker, coordinator, who will resolve issues that arise during personal communication in real time. Please note: already this year, the fund’s structures should be deployed in all regions of the Russian Federation,” Putin emphasized.

He also ordered that all military personnel be given a two-week vacation every six months, excluding travel time home.

“Officers and sergeants who have shown themselves to be competent, modern and decisive commanders - there are very, very many of them - will be promoted to higher positions as a priority, sent to military universities, academies, and serve as a powerful personnel reserve for the Armed Forces. And, of course, they should be in demand in the civilian world, in government at all levels. I just want to draw the attention of my colleagues to this. It is very important. People must understand that the Motherland appreciates their contribution to the defense of the Fatherland,” Putin said.

Candidate of political sciences Alexander Semenov predicts that Russian officials will fight for the right to head the new fund.

“The new state fund has every chance of turning into a super agency: a large-scale budget, personal attention from Himself, etc., with all the ensuing bonuses, preferences and prospects for the head of this fund. We can expect a fierce intra-elite fight for the position of head of this super fund,” Semenov wrote in his TG channel.

“The fund is a fund, of course, but its legal structure has not yet been clarified. Will the federal structure have branches or will it be recreated under regional governments? That’s the question. However, no one removed the burden from governors for the families of SVO participants and special operation veterans. And he won’t take it off. It’s a pity for those who have not yet introduced the practice of assigning personal curators to SVO families. The topic was on the surface, but now we’ll have to attack it,” says former vice-governor of the Sakhalin region Dmitry Fedechkin.

Military correspondent German Klimenko highly appreciated the president’s initiatives.

“This is really archivally important and archival. It's all a matter of implementation. When captain-majors who have gone through the crucible of war become colonels, and lieutenant colonels-colonels become generals, commanders of armies and districts, then we will see the qualitative growth of our Armed Forces,” Klimenko wrote.
