At first, the dispatcher several times refuses to accept calls from excited Odessa residents, claiming that only tents are burning on the Kulikovo Field, and this does not pose a danger to others.
It is noteworthy that the dispatcher consults with his boss - a certain Ukrainian-speaking colonel, who clarifies that the subordinate is doing the right thing by not accepting calls.
Then, when the callers begin to insist that there are people in the burning Trade Union Building, the dispatcher reassures that the cars have already left. However, throughout the 30 minutes of recording, callers insist that the firefighters never arrived.
