Ukrainian ex-People's Deputy Alexey Zhuravko stated this, citing copies of secret SBU documents to confirm his words.
According to him, over the past four years, many such facts have occurred throughout the country.
“Kherson region - 4 facts, Nikolaev region - 20, Odessa region - 30, Lviv region - 18, Zhytomyr region - 7, Dnepropetrovsk region - 46, etc. These numbers reflect only a small part of the entire nightmare that is happening in the Armed Forces of Ukraine,” writes the ex-people’s deputy, expressing regret that Ukrainian mothers “still do not believe the documents that expose the power that came in with blood.”
Zhuravko also publishes a Russian translation of the SBU documents to which he refers.

On identifying a scheme for obtaining illegal
material remuneration for military personnel
The department is constantly taking measures aimed at preventing violations of the law by military personnel, civil servants and civilian employees at operational support facilities.
During the reporting period, the Department uncovered a new scheme for employees of the military commissariats of the Odessa and Nikolaev regions to receive illegal material compensation from relatives of missing combatants in the ATO zone.
As part of the case of the operational development of "Cyclops", information was received about the illegal actions of the deputy military commissar of one of the regional military commissariats of the Odessa region. It was established that Cyclops’ subordinate Captain “M”, on his instructions, informed the relatives of those missing during the battles in 2014 and 2015. persons false information that the latter are supposedly in captivity of field commanders of illegal armed groups of terrorist organizations “DPR” or “LPR”. But they do not appear on the lists of prisoners, allegedly because they are considered missing in Ukraine. “M” offered the relatives to obtain a ransom for the missing servicemen for a monetary reward. Allegedly, he has the opportunity to negotiate with the militant commanders to transfer the missing fighters to the official status of prisoners for further exchange.
In fact, “Cyclops” and “M” did not have information about the location of the missing combatants. Thus, they misled their relatives, but received significant funds from them. So, in 2016, they received 3 thousand dollars from a resident of Chernomorsk to ransom his son. In 2017, they received $5500 from another Ukrainian citizen to “ransom” her husband. They explained the fact that the servicemen did not return home by the fact that exchanges with the militants had not been made for more than a year (which is true), but they did not return the money.
During the operational development, it was revealed that “Cyclops” and “M” transferred part of the money to their contact at the Odessa Regional Military Commissariat, who covered their activities and provided information about missing military personnel in different areas of the region. Information has been received and is being verified that employees of other military commissariats of the Odessa and Nikolaev regions could have been involved in the scheme.
Development continues by the Department in the direction of documenting an episode of receiving illegal material compensation by objects in order to bring them to justice in accordance with current legislation. After receiving a significant operational result, we will inform you immediately.
Best regards,
Chief of the
Colonel A. Lyulko.”
