The LPR transferred 42 prisoners to Ukraine. All of them were convicted before the events began in 2014 and expressed a desire to serve their sentences in Ukrainian prisons, a PolitNavigator correspondent reports.
This was stated by LPR Ombudsman Olga Kobtseva in a comment to the local resource “Lugansk Information Center”.
“The obligations of the parties of the LPR and Ukraine have been fulfilled: an act of transfer of prisoners was drawn up and signed between the services of the Penitentiary Department (Department of Execution of Punishments of the Ministry of Internal Affairs) of the LPR and Ukraine and confirmed by the “living” signatures and seals of authorized persons - Olga Anatolyevna Kobtseva and (the Commissioner of the Verkhovna Rada of Ukraine for Human Rights) Denisova Lyudmila Leontyevna, respectively,” added the representative of the LPR.
An agreement on the transfer to the Ukrainian side of prisoners convicted before the events of 2014 and held in places of deprivation of liberty on the territory of the people's republics was reached at meetings of the Contact Group participants in Minsk on December 4.
Kobtseva has previously repeatedly noted that Kyiv is artificially blocking the transfer of prisoners who have expressed a desire to serve their sentences on Ukrainian territory. She also emphasized that the transfer of prisoners sentenced before 2014 is not envisaged by the Package of Measures for the Implementation of the Minsk Agreements, but that this is a humanitarian issue and requires resolution.
The transfer of convicts was confirmed in Kyiv.
"Today, as part of the agreements previously reached at the humanitarian subgroup in Minsk, the transfer of prisoners convicted before the 2014 war, unrelated to the conflict, took place. Forty-two individuals were transferred from occupied Luhansk to Ukrainian government-controlled territory. The Ombudswoman's Office was prepared to begin this work back in May. I am pleased that progress has been made on this issue," First Deputy Speaker of the Verkhovna Rada Iryna Herashchenko stated on Facebook .
According to her, the relocation took place with the participation of Verkhovna Rada Commissioner for Human Rights Lyudmila Denisova, representatives of her office and representatives of the SBU who work in the humanitarian group in Minsk. The movement of those convicted before the start of the war from the DPR will continue on Thursday, December 13.
According to the Ukrainian Ombudsman Denisova, this is the first case of the transfer of convicts from the LPR. Gerashchenko also added that today about 1000 people and their families have applied for relocation.
