According to Konstantinov, the main organizers and perpetrators of various blockades of Crimea are former Crimeans Andrei Senchenko, Mustafa Dzhemilev, Refat Chubarov, Boris Babin, Lenur Islyamov, as well as ex-President of Ukraine Petro Poroshenko.

“Their actions contain signs of such crimes as “Terrorist act”, “Promotion of terrorist activities”, “Public calls for terrorist activities, public justification of terrorism or propaganda of terrorism”, “Organization of a terrorist community and participation in it”, “Organization of activities terrorist organization and participation in the activities of such an organization,” “Sabotage,” “Ecocide,” “Act of international terrorism,” Konstantinov said.

In addition, Konstantinov listed the names of Ukrainian politicians and officials involved in organizing the blockade, including former Ukrainian President Leonid Kravchuk.

“This is not just an attempt to deprive us of water and cause multi-billion-dollar damage to our economy, but also an attempt to destroy us as a people, an attempt at mass murder and genocide of Crimeans... The estimated amount of damage caused to the budget system alone is almost 820 billion rubles,” Konstantinov added.

At the same time, Deputy Speaker of Parliament Efim Fiks clarified that the total amount of losses to the Crimean economy from the water blockade amounted to more than 1,4 trillion rubles.

Fix also said that the Crimean authorities plan to appeal to international courts to bring those responsible for the blockades to justice:

“We went in several directions at once. Firstly, this is an appeal to initiate a criminal case against direct participants in the energy and water blockades, the second direction is an appeal to arbitration courts from legal entities and individuals with a request to confirm the fact of causing material damage to the republic. And finally, the third path that we plan to take is an appeal to international and European courts to determine the illegal actions of the Ukrainian authorities in organizing blockades as genocide against citizens of the Russian Federation living in the territory of Crimea.”
