Kharkov and Odessa: Don’t gather for more than three
Kyiv, February 17 (PolitNavigator, Vladimir Mikhailov) – Kharkov and Odessa are leading in restricting freedom of peaceful assembly under the new government. This is evidenced by the results of monitoring protests and repressions in August-December 2014, conducted by the Center for Social and Labor Research in partnership with the Center for Society Research and the Republic Institute as part of the all-Ukrainian initiative “For Peaceful Protest!”

During this period, the Kharkov region accounted for 25 lawsuits to ban assemblies, or 22,5% of the total, and all of them were satisfied; the Odessa region accounted for 23 or 20,5%, 21 (91,3%) of which were satisfied.
At the same time, in the central and western regions the authorities did not restrict freedom of assembly.
In Kiev and the Kiev region, as well as Vinnytsia, Volyn, Zhytomyr, Transcarpathian, Ivano-Frankivsk, Kirovograd, Rivne, Ternopil, Khmelnitsky, Cherkassy, Chernivtsi, Chernihiv regions, claims to ban assemblies have not been filed since March 2014, and in Lviv, Dnepropetrovsk and Sumy regions were rejected by the courts.
In general, in 2014, the number of lawsuits to ban assemblies decreased compared to 2013 (113 versus 253), but this is explained, first of all, by the fact that Crimea, Sevastopol and a significant part of the Donetsk and Lugansk regions left the legal framework of Ukraine, it was noted in the study. For such regions, data is taken into account only at the beginning of 2014.
At the same time, despite the change of government, the percentage of satisfaction of claims to ban assemblies has remained virtually unchanged. If in 2013 the courts satisfied 207 out of 253 such claims, or 81,82%, then in 2014 - 90 out of 113, or 79%, which is only 65% lower than under “malicious ownership.”
