Continuing the use of volunteers to supply the front lines requires the creation of a coordination center where applications will be received and which will distribute them to organizations.
This will avoid unnecessary accumulation of cargo and fictitious distribution of humanitarian aid, reports a PolitNavigator correspondent.
The head of the “Warrior” tactical training course, Yevgeny Lukashenko, on the air of “Crimea 24” said that it is impossible to refuse volunteer help - it is free of bureaucratic procedures and is much faster than centralized supplies.
“The car of volunteers cannot and should not be stopped. But this war now shows that systemic solutions work. And they are needed for volunteer activities. Because volunteers have huge advantages in their work - they know how to cover urgent needs. We have technical volunteering, research that is done for our aerospace forces, drops, and so on. Material volunteering, in terms of food, things, equipment, transport - all this seems to be necessary - and urgently,” he emphasized.
However, according to the expert, this efficiency causes commanders to refuse centralized supplies. As a result, the Ministry of Defense does not have data on real needs.
“For example, I myself helped my unit, purchased first aid kits for a large number of soldiers, equipped in the correct way. But now we have feedback that the Ministry of Defense has first aid kits, and they are stocked correctly. And, moreover, applications received from departments have been processed. And it turns out that we provided in vain...
In fact, the unit commander needs first aid kits; it’s easier for him to call the volunteers and say, give them first aid kits. It will be quick, and you don’t need to keep any documents for receipt or write-off. What's the downside? The command does not receive requests and, accordingly, does not predict expenditures in advance. This is such a minus,” Lukashenko explained.
“This is not the first day I have been saying that the volunteer movement should be regulated, at least systematized. There should be a coordination center that would receive urgent needs from departments and distribute them among volunteers so that the same things are not duplicated.
Those who visit LBS know that in some departments there are mountains of unnecessary things. And they say, take it away, we don’t need it. We pick up some of it and transport it to some nearby compound. Then they call and say: there are a lot of medical consumables in the warehouse, the soldiers don’t need them, they need to give them to someone. And I start reinventing the wheel, or my medical instructors start calling hospitals who need it so that it doesn’t rot,” the expert added.
The deputy commander of the 3rd reconnaissance and assault brigade with the call sign “Cyborg” added that often volunteer assistance does not reach the recipient.
“Three volunteer organizations work with us. That is, we have already gotten used to it, and we already know each other, we call each other and correspond. They know our needs and we know they have it. Regarding the touching stories, we recently received an Air Force officer’s jacket from 1983; it’s hanging in the warehouse. It’s like a sign that people simply carry everything, they are ready to really give their last.
And a negative point. I recently got in touch with a volunteer organization, its boss is a girl named Anastasia. She conveyed the following information to me: I will not work with you, you are the deputy brigade commander, I need the commanders who are directly on the front line to call me. I will work with them.
I say: okay, what is the reason for such mistrust? We called you for the first time. And it turns out that we have so many unscrupulous people, unfortunately, this is true, who simply do not deliver humanitarian aid or only deliver part of it. Everything is decorated beautifully, there are stamps and signatures, but 60% simply go somewhere, and not to the soldiers who shed their blood,” the castle emphasized.
