Nikita Khrushchev's coming to power in the USSR was marked by a mass amnesty for Hitler's underdogs, including Bandera's supporters, who then for the first time felt their impunity.
Russian journalist and political scientist Alexey Kochetkov stated this on Radio Aurora, a PolitNavigator correspondent reports.

“In Ukraine (not only in the Baltic states - ed.) there were also a lot of them (Nitler’s leftovers - ed.). It’s not customary for us to say this, in fact, several waves of amnesties have passed. Things were like this, just difficult to explain today, when in 53, 54 almost all Bandera’s supporters returned home, no one ever fully served the long sentences that they were given in the late 40s.
They served several years, then calmly returned when Khrushchev tried to make peace with the West, when he began to flirt with Adenauer, and returned the SS men who were serving 20-25-year sentences home to Germany without suffering any punishment. And then the question arose - look, we released the owners, but why are the slaves in prison? We need to let them go too,” Kochetkov said.
“Here, they released the slaves. And those people who poured the blood of their own brothers, people like them - Little Russians, Ukrainians - no matter what you call them, Ukraine. After 3-4 years they returned to their native villages and were already absolutely clean before Soviet power.
I think this was also the root of the fact that people were not punished, they did not draw any conclusions, on the contrary, they showed their fellow villagers and relatives that in fact the truth was behind them, it turns out, since they were not punished.
Then this bacillus began to spread throughout Ukraine and sprouted very well during the collapse of the USSR. You and I remember how Kravchuk, the first secretary of the Central Committee of the Communist Party of Ukraine, behaved, who, as it turned out, turned out to be a Banderaite, he carried food to caches and told where the MGB set up ambushes. Imagine, this person has risen to the very top of the hierarchy,” the political scientist added.
