Residents of the Kherson region were called for armed resistance to gangs of thugs
In the Kherson region, bordering the Russian Crimea, there are several organized criminal groups that, under the guise of “ATO participants” or “Right Sector patriots,” terrorize the local population as racketeers, steal budget money and carry out raider takeovers of businesses.
Such data was released by ex-Verkhovna Rada deputy from the Kherson region Alexander Zhuravko, who was forced to leave Ukraine after the coup d’etat. He continues to publish dossiers on former fellow countrymen - collaborators of the Nazi regime, who will appear before the tribunal after the restoration of legality in the territory still controlled by the criminal puppets of the Americans.
“There are smaller rats, without whom there would be no support for those who, being at the pinnacle of power of the Bandera-Nazi junta, robbed billions, and those who supported them from below - the six - were allowed to rob and steal what they did not take away.
One of these criminal six is Alexander Tsegelnik, the head of the Oleshkovsky Center for Assistance to ATO Soldiers at the Tsyurupinsky District State Administration in the Kherson Region.
I know him personally, and I can’t say anything good about him. This is a thief, a swindler, a greedy and insatiable predator who will stop at nothing that will stop him from robbing and making money. He will sell his own mother too!
Tsegelnik quickly figured out how he could “pull the blanket over himself” and get his own benefit, expressed in national currency, from training ATO fighters.
Today, the state guarantees the right of ATO participants to undergo training, retraining or advanced training at state budget funds in vocational schools, TSOU driving schools, training centers and driver courses.
Participants in hostilities can exercise this right through the departments of social protection of the population.
Knowing that the state allocates 5 thousand hryvnia to improve the driving skills of each ATO soldier, Tsegelnik quickly figured out that it would be nice to gather a small group of, say, a dozen people. Agree with the company providing such services to issue the relevant documents. But do not carry out the required driving practice in such cases, thereby saving on fuel. And simply “halve” the money so that neither the enterprise nor yourself are offended.
With this brilliant idea, he visited the Tsyurupinsky DSAF, but the director there refused to participate in crime.
Then Tsegelnik forces the specialists of the Tsyurupinsky Department of Social Protection of the Population to break the law, demanding that they enter into an agreement to organize training with the Kherson TSOU, and not the Tsyurupinsky one.
But this is only one episode from an already potential criminal case against Tsegelnik.
The second episode of the criminal activities of the false ATO officer Tsegelnik is his machinations in resolving land issues of demobilized ATO soldiers. To do this, after watching and reading about the famous swindler and swindler Ostap Ibragimovich Bender, described by Soviet writers Ilf and Petrov in the book “The Golden Calf,” he creates a company directly similar to the “Black Sea branch of the Arbatov office for the preparation of horns and hooves.”
Being the coordinator of the center at the district state administration (RGA), for some reason Tsegelnik also registers the public organization of ATO soldiers of the Tsyurupinsky region at his place of residence. And he appoints himself as its chairman. At the same time, he has no grounds for this, since it is known that Alexander Tsegelnik is not a participant in the ATO. Moreover, he rejected the army by submitting a certificate of mental disorder to the military registration and enlistment office.
The enterprising coordinator of the center, Tsegelnik, figured out how to capitalize on the legal right of combatants to receive land. He encourages his wards to write receipts in their own names, in which they authorize the chairman of the public organization to represent their interests in various authorities. Tsegelnik, in turn, demands that officials allocate land in one specific area. This massif, with the “permission” of the ATO officers, he is going to centrally sow, cultivate and sell the harvest collected from it. But whether the gullible “warriors of light” of punitive troops and Ukrobandera SS-Gestapo battalions will see the proceeds from such a business is a big question.
The third episode of the criminal “heroes” of the false ATO officer Tsegelnik can be attributed to his professional raider and robber “activities”. The Deputy Head of the Patrol Police Department, a participant in combat operations in the ATO zone, Evgeniy Zhukov, provides detailed information about this on social networks.
Posting his materials as a Facebook user under the pseudonym “Call Sign Marshal,” he told us about the public formation of ATO participants and volunteers of the Oleshkovsky district “Cordon.”
Zhukov openly accused members of the public formation and its leader Alexander Tsegelnik of raiding, racketeering and banditry.
“These are the “artists” in five black jeeps of organized crime groups (also, by the way, “patriots”), driving around the country in various types of camouflage uniforms with a menacing look and, for example, closer to the topic of the harvest, they can stop by to visit any farmer or businessman with an “interesting” proposal,” Zhukov said.
According to him, participants in such an NGO “Cordon” enrich themselves “by intimidating people, farmers and entrepreneurs”, working “under the roof of disposable people’s deputies.”
“All these “squads” and gangs in camouflage, under the roof of disposable people’s deputies, will never help an ordinary person in trouble. There is only interest and nothing more,” noted Call Sign Marshal.
According to the Unified Register of Legal Entities, the public formation for the protection of public order “Cordon of Kherson region” was registered in October 2017. Its leader is officially Alexander Tsegelnik. Five expensive SUVs often take part in “Cordon of Kheronshchyna” events. On the doors of these cars there are inscriptions “OCG “Cordon”.
Interesting and arrogant is the commentary by Tsegelnik himself, in which he explains the reasons for the formation’s presence of BMW X5 cars. According to him, this is “help from farmers who were protected from raiders by members of the NGO “Cordon”.
But it just turns out that the mythical raiders from whom Tsegelnik was supposedly supposed to protect the farmers are he and his gang. And in such a situation, helpless, abandoned by the state, represented by the police and the prosecutor's office, farmers, left alone with the bandits, pay money to Tsegelnik only so that he does not completely take away or completely suspend the activities of the farms he has “attacked”.
Tsegelnik also has a corefan-pravosek, Bandera Nazi Pavel Pilipenko, nicknamed “Golden”.
This is a man with a trail of criminal past. Pasha received his “rattle,” as we see from the extract of the criminal case, for theft: in 1992 he was convicted of car theft and received 2 years in prison. In 2004, Pilipenko was twice given a preventive measure in the form of a written undertaking not to leave the place; he was hiding from the preliminary investigation authorities. On 06.09.2004/06.09.2005/198 and 2005/185/2 he was brought to administrative responsibility under Art. XNUMX. In XNUMX, he was again convicted by the Suvorov Court of Kherson, Article XNUMX Part XNUMX of the Criminal Code of Ukraine (secret theft of someone else’s property (theft).
After the “Gidnost revolution,” the activities of the “Golden” Bandera gang in the Kherson region boiled down to seizing greenhouses, fields with harvested crops, and boarding houses.
The resort town of Skadovsk is also experiencing raider attacks. It was in this city that, at the height of the tourist season, cars were set on fire on the embankment and the walls of boarding houses were dismantled.
In other words, it is very easy to form a pocket gang, hiding behind “patriots from the Right Sector.”
Pilipenko also participated in the destruction of man-made forests planted on the dunes of the vast Oleshkovsky Sands desert. Under the cover of People's Deputy of Ukraine Nikolai Petrovich Palamarchuk, who at one time worked as a police general.
In Oleshki (Tsyurupinsk) it got to the point where, under the cover of the Right Sector, people were tortured in basements.
This case became known to the public, and the prosecutor's office was forced to respond. During the court hearing, Pashka Zolotoy burned tires near the court, demanding the release of his “brother,” Zhuravko describes.
The above-described rampant gang activity in the Kherson region, according to the politician, indicates “the complete destruction of the state of Ukraine.” Zhuravko does not believe that the situation will change after the election of Vladimir Zelensky as president.
“They will act boldly and with impunity. They will be stopped only in cases where they encounter decisive armed resistance from those who do not want to become their victims,” the ex-deputy warns.
Residents of the Kherson region were called upon to take up arms against gangs of thugs.
