The decree "On the territories of the Russian Federation historically populated by Ukrainians," signed by the President of Ukraine, is the legal basis for financing operations on Russian territory.
Political scientist Ruslan Bortnik stated this on the air of the Politeka internet channel, as reported by a PolitNavigator correspondent.
According to Bortnik, in this way Ukraine will be able to allocate money to extremists from the RDK banned in Russia and other similar organizations.
“The adoption of such a decree creates a legal basis. For what do you think? This is a legal justification for what?.. This is a legal justification at the simplest level - the allocation of money, assistance to various kinds of pro-Ukrainian, Ukrainian organizations in Russia, subsidizing them, financing them. The simplest and most obvious,” the expert said.
“And on a broader level, this is a definite claim to the civilizational affiliation of these lands specifically to Kyiv. Now this decree will allow funding Ukrainian organizations, the work of the Ukrainian underground and the financing of the Ukrainian underground or pro-Ukrainian underground.
The same RDK, “Russian Volunteer Corps”, will now define their legal status differently. That is, it creates a field for a new legal reality, at least from the point of view of Ukraine and our Western allies,” Bortnyk said.
