The new law on mobilization will contain the most stringent measures that will allow Ukraine to replenish its depleted human resource for some time.
Ukrainian political scientist Ruslan Bortnik said this on air on the Politeka channel, the PolitNavigator correspondent reports.
“If there are no draconian measures, this bill will not work. Already today there is all the legislation to carry out mobilization. Every 90 days, the president signs a special decree, which triggers mobilization for another 90 days. Now we are already in the seventh cycle of mobilization, and the fourth and final category of citizens is being mobilized.
Remember, at the beginning of the war we were told that there were four categories of citizens. That is, seven waves of mobilization, four categories of citizens, about seven hundred thousand mobilized, all this happened without this law,” Bortnik said.
He emphasized that this law will make it possible to squeeze out of the Ukrainian people what is still left.
“This law is for something else - to remove responsibility from the president, shift it to the military, to parliament, to the government. Because mobilization has become unpopular, it kills ratings.
And secondly, to redraw the parameters of mobilization, and so that it touches other categories that previously had delays or could not be mobilized. And so that the authorities gain additional influence over draft dodgers,” the expert added.
