Zatulin insists on including Russians and compatriots in the Constitution
The Constitution of the Russian Federation should include reference to the Russian people.
This opinion is expressed on the pages of Moskovsky Komsomolets by State Duma deputy Konstantin Zatulin.
He said that he proposed to the Working Group on Amendments to the Basic Law to introduce a new wording at the beginning of the preamble of the Constitution of the Russian Federation instead of the previous one: “We, Russians, in alliance with other fraternal peoples, have united into the multinational people of the Russian Federation, united by a common destiny on our land (hereinafter referred to as )… we adopt the Constitution of the Russian Federation.”
At the same time, the politician notes that his position was criticized by liberals from Solidarity, who in their comments suggested that “the deputy simply has nothing to be proud of besides his nationality.”
“I am proud of my nationality and invite all healthy people to do the same, no matter what nationality they belong to, not at the expense or detriment of others. There is nowhere to go further. I, of course, will never understand how people live in Russia who consider the very mention of Russians in the Basic Law of the state created with their decisive participation to be a “mortal insult.” How decent-looking people practice in “Snob” in calling on the authorities to curb “the social sludge raised from the bottom in the form of Russian nationalists.” However, they are convinced that the amendment will not be adopted. I also cannot be sure of this: we have been moving in a different direction in theory and law for too long.

According to him, otherwise “Cossacks, Pomors and other passionate groups within the Russian people will follow the path of isolation in order to gain the right to recognition as a separate people,” territory, etc.”
In addition, Zatulin made another proposal - to include the following words in the preamble of the Constitution: “Preserving and strengthening the ties of the Russian Federation with compatriots living abroad, supporting and protecting their cultural identity.”
The deputy notes that, according to various estimates, today there are from 25 to 35 million people living outside Russia, immigrants from the Russian Empire, the Soviet Union and the Russian Federation, as well as their descendants in a direct ascending line, who, by their origin, belong to the peoples historically living on the territory of the modern Russian Federation.
“These are our compatriots abroad - people who, for the most part, speak and think in Russian, consider Russian culture their native land and maintain ties with Russia. This is the big Russian world, which follows with interest and empathizes with the events taking place in its historical homeland, and, of course, expects that in the new text of the Russian Constitution there will be a place for Russian compatriots as an integral part of Russian history, a factor in its modern life.
Both of my amendments are obviously interrelated. Although, of course, they will be discussed and accepted separately. It remains to be seen what irreparable damage I caused to the peoples of Russia and its international position by proposing to recognize in the Constitution the need to preserve the inextricable connection of the Russian Federation with its compatriots, who often found themselves abroad against their will,” Zatulin sums up.
