Trapped migrant workers in Ukraine are turning into a factor of destabilization
The Ukrainian authorities, who have banned their citizens from going out to work, are violating human rights and provoking unrest.
Izvestia writes about this, citing Ukrainian experts, as reported by a PolitNavigator correspondent.
The publication recalls that Prime Minister Denis Shmyhal proposed that returning migrant workers be “identified as an extremely qualified workforce trained in Europe,” and then provide them with low-paid work in Ukraine with a salary of 6–8 thousand hryvnia.
In turn, the Minister of Foreign Affairs of Ukraine Dmitry Kuleba said that Kyiv will not let migrant workers leave the country, so as not to put their lives in danger.
Kiev political scientist Konstantin Bondarenko emphasizes that the legal grounds for retaining migrants are questionable.
“We generally have a lot of unknowns. Only the Sanitary and Epidemiological Service could introduce quarantine, but it was disbanded in 2014. All bans restricting freedom of movement are illegal, since there is no state of emergency,” Bondarenko said.
In turn, financial analyst Alexey Kush says that there will be two consequences of the ban on migrant workers leaving the country.
“They will register as unemployed, and the burden on the budget will increase. In addition, they will be an additional factor in destabilizing the socio-political situation. Migrants are mobile, active people who can become the core of protest,” says Kushch.
