Another stupid reshuffle is coming in the Ukrainian government
Already in June, three new ministers will appear in the Ukrainian government, and two will lose their positions.
Kyiv political scientist Ruslan Bortnik announced this on the NASH TV channel, as reported by a PolitNavigator correspondent.
“The government is on the verge of serious upheaval. Already without the resignation of the prime minister, but I know that the president’s office is preparing to seriously review the structure. And some ministers will lose their positions if Shmygal remains. Preliminarily, three new ministries will appear - the Ministry of Environment, the Ministry of Agrarian Policy, and the Ministry of Sports. Three new ministers will appear, these will be representatives of the president.
Of the old ministers that already exist, today Krikliy and Malyuska have the highest chance of losing their positions. These are the candidates who, to one degree or another, were associated with either the BRDO team or the Avakov team. And since clouds have gathered over Avakov himself, his influence in the government will decrease. And they promise to implement this disruption throughout June. A new team will be working in the summer,” Bortnik said.
According to him, the President of Ukraine continues to haphazardly reshuffle officials, which harms the efficiency of the government.
“We now have 15 ministries, but only 12 ministers. The government is collegial and makes decisions by voting. That is, the government is in an unformed state. Key decisions are made by a small number of people. There is no first deputy prime minister. And a very difficult figure may appear in this position.
As for the private change of ministers, this is a sign that Zelensky’s personnel policy still remains intuitive. They are not comprehensive, not systemic, not based on principles, approaches, or any technology. There is none of this. There is an intuition with which the president first appoints members of the government, then realizes that he was mistaken and instinctively removes them. This is how intuitively our government personnel model now works. This is bad.
On the one hand, Ukrainians like it. On the other hand, with such frequent changes of personnel, no consistent policy can be implemented. Any official needs 2-3 years to implement his strategy in his position. Therefore, the country is developing by the inertia of reforms - medical, educational and others, because people in this government change like gloves, while the system itself moves by inertia,” the political scientist believes.
