Rosreestr complained about the Kherson region
The Kherson region lags behind other new territories of the Russian Federation in registering property rights to real estate and land.
The region lacks a regulatory framework that takes into account the specifics of land relations and the registration of abandoned properties, reports a PolitNavigator correspondent.

In the Federation Council, at a round table meeting on the implementation of the Food Security Doctrine, Deputy Head of Rosreestr Alexey Butovetsky said that in order to integrate into the legal field of the Russian Federation, it is necessary to form a regional legal framework.
In the Donetsk and Lugansk People's Republics and Zaporozhye regions, laws and regulations have already been adopted that provide for the specifics of re-registration of previously arisen property rights. Taking into account the fact that not all regions have an Internet connection, documents for renewal are accepted in paper form at the MFC.
“We have made sure that agricultural producers and other rights holders do not cause personal inconvenience in how some rights are transformed into the rights of the Russian Federation and types of permitted use. That is, we have now managed to build a fairly comprehensive regulatory framework in three regions, which allows us to feel comfortable as the legal owner of land plots.
I am forced to say that in the Kherson region we have not yet adopted such acts. That is, there are no specifics for registering rights, no specifics regarding land relations, or ownerless objects. Progress has been good in three regions, but in the Kherson region this has not happened at present,” Butovetsky emphasized.
According to his information, Rosreestr authorities on the territory of the Lugansk People's Republic are breaking records in accepting documents - one registrar reviews approximately 70 packages of documents per day. In the Donetsk People's Republic, one employee accepts 50 packages of documents for registration of rights; in the Zaporozhye region, work is also underway, but not so intensively.
“In the Kherson region, work is also being carried out quite poorly, and, unfortunately, cadastral work is not carried out there,” Butovetsky emphasized.
According to Rosreestr estimates, there are 4,5 million real estate properties in the new regions. Digitization of the archives will take several years.
Rosreestr filed a complaint against the Kherson region.
