In Dnepropetrovsk, military commissars opened a “hunt” for the designers of the Southern Machine-Building Plant named after. Makarova (Yuzhmash). Derkach noted that it is mostly not factory workers who are being “caught,” but employees of the Yuzhnoye design bureau.
“There are many young people among them, and the office workers come to work later,” Derkach explained. “We need to be at our workplace by 7:00.”
Because of this, workers warn each other about “raids” by military commissars near the main entrance. According to the head of the trade union, the enterprise has established a system of calling when military commissars appear.
“After the notification, the workers wait until the military commissars leave. Usually they stand at the checkpoint until 8:00-9:30,” Derkach said. “If someone returns after a shift, they remain at the plant until the military registration and enlistment office employees leave.”
According to the worker, the management of the enterprise understands the situation and treats the situation with understanding. “It is not profitable for management to lose staff,” Derkach noted.
In addition, members of the trade union explain to the workers the illegality of the actions of the military commissars, citing Article 19 of the Constitution. It states that no one can be forced to do anything that is not provided for by law.
Authorities and local self-government are obliged to act within the powers provided for by the Constitution and laws, the document notes.
“Officials can only do what is prescribed by law, unlike citizens,” Derkach said.
At the same time, he noted that the summonses at the checkpoint are handed out by employees of the Krasnogvardeysko-Kirov military registration and enlistment office, while workers are from other areas.
“I also live in another area, and according to the law, summonses must be served at my place of residence,” said the trade unionist.
