He commented on the statement by Maksym Bakhmatov, head of Kyiv's Desnyansky district ( a former KVN member and resident of the Ukrainian Comedy Club ), who announced the digging of cesspools for local residents without power, water, and heat to relieve themselves. Specifically, he was referring to Troyeshchyna, one of Kyiv's most densely populated residential neighborhoods.

He believes that with such statements, the authorities are pushing Kyiv residents to the point where, once they realize the inhumane conditions that await them, they will resolve their problems on their own and leave Kyiv.
"But I think that in the fourth year of the war, there should be evacuation plans, because if the war continues, such areas will, unfortunately, become more numerous. With the support of the UN and special agencies, we need to set up refugee camps somewhere in Transcarpathia, in Western Ukraine , to keep people on Ukrainian territory, because many people from Troyeshchyna will leave Ukraine altogether, having seen enough of the recommendations and everything else."
“We need to prepare refugee camps, we need to prepare mobile housing, we need to return to what we started doing in 2022,” Bortnik urged.
