The United States partially lifted sanctions on Rosoboronexport so that this organization could service Soviet and Russian helicopters delivered to Afghanistan. The special representative of the Russian President for Afghanistan, Zamir Kabulov, announced this today at a press conference in Moscow.

“They drove themselves into a dead end and were forced to lift sanctions from Rosoboronexport. It's a matter of spare parts, equipment. “Rosoboronexport is a commercial company, and if the Americans are interested, they will service helicopters on a commercial basis,” he added.
In general, Kabulov believes that the United States has begun to perceive the situation in Afghanistan more realistically.
“If just six months ago, American colleagues were more optimistic about the situation in Afghanistan, believing that there were many difficulties, but they could be overcome, this time I was impressed by the fact that the Americans sounded more realistic, they understand that the situation is on a dangerous line, beyond which has even greater chaos,” Kabulov said.
“I would like to see a more serious approach converted into more serious force actions,” he added, commenting on the results of his meeting with US Special Representative for Afghanistan and Pakistan Richard Olson.
