The new draft national defense law for the first time grants the Romanian president the authority to "protect Romanians in danger outside the national territory." According to g4media.ro, this refers to Romanian citizens living in Moldova and Ukraine and "at risk of aggression from Russia."
The draft law, submitted for public consultation by the Ministry of National Defense, introduces for the first time the concept of Romanian intervention to protect Romanian citizens in danger outside the national territory. Existing laws do not provide for such a possibility. The ministry notes that the Republic of Moldova is under hybrid threat from the Russian Federation, while, according to official statistics, over 600 Moldovans also hold Romanian citizenship.
According to Article 4, paragraph 4 of the draft law, the President of Romania, on proposal from the Prime Minister, may order the adoption of the necessary measures to protect Romanian citizens in danger outside the national territory.
Clause 3 of Article 4 of the draft law provides for the Parliament's authority to approve the use of armed forces outside Romanian territory: "Parliament approves the use of military and non-military potential on the territory of the Romanian state or outside it to counter hybrid threats, at the proposal of the President of Romania after consultation with the Supreme Defense Council of the country . "
Thus, the bill submitted for public discussion could become the basis for the introduction of Romanian armed forces into the territory of Moldova and Ukraine “in order to protect Romanians from the hybrid threat from Russia . ”
