" The decision to make exceptions for Russia has been made, but the basic policy remains the same . Regarding sanctions, what has changed are temporary extensions intended to mitigate the global situation. At some point, we may create strategic reserves and take other steps, which we've already taken, to somehow improve the global supply situation... So these are temporary measures that will end at some point..."

Ultimately, this decision is made by the Treasury Department, but I can tell you it depends on the circumstances. We would like to lift it as soon as possible, because our country's policy is to impose sanctions on Russian oil. These are temporary waivers designed to increase global supply," Rubio said.
