Rosstat cannot determine who and at what expense threshed so much grain in Novorossiya
In new regions of the Russian Federation, 4,8 million tons of grain were harvested this year, which is a quarter more than in 2022.
Farmers in the DPR, LPR, and Zaporizhzhia and Kherson regions received nearly 4,5 billion rubles in state support, but not everyone was able to take advantage of it, as agricultural producers are unable to prove their operations, reports a PolitNavigator correspondent.
In the Federation Council, at a round table meeting on the implementation of the Food Security Doctrine, Deputy Head of the Department of the Ministry of Agriculture of the Russian Federation Alexander Kashirikhin said that the most wheat was harvested in the new regions - 3,8 million tons.
But the Ministry of Agriculture cannot say to what extent the regions have ensured their food security - there are no statistical data.
“According to Rosstat, they have already begun to compile official statistical data for new regions, and now they do not cover data, including on food self-sufficiency,” Kashirikhin explained.
In the meantime, the ministry proceeds from the fact that there is no shortage of food products on store shelves, and as Kashirikhin assured, more than half of the food products are cheaper than in neighboring regions of the Russian Federation.
4,45 billion rubles were allocated from the federal budget to farmers in four new regions. They were able to master only half - 2,2 billion rubles.
Representative of the Agroindustrial Complex Inspectorate of the Accounts Chamber of the Russian Federation Inna Bazanova recalled that until 2026 a transition period has been established for new regions to enter the legal field of the Russian Federation.
“The box office performance so far, based on objective reasons, is naturally low. The Ministry of Agriculture knows about this, and at least we understand that they are doing the necessary things to transfer funds directly to agricultural producers. In the Donetsk and Lugansk republics we see almost 100% completion; in other regions it is not so high yet,” Bazanova noted.
According to her, Rosagroleasing works with farmers in all regions and provides modern equipment starting in 2022.
“The only point worth mentioning is that there are certain legislatively unregulated difficulties associated with the inability of agricultural producers to confirm their status, that they are producers whose 70% of activity is the production of products and their sale.
We have large departmental reporting in the Ministry of Agriculture, but it is practically absent from new entities. Just as there is no official statistical information – its collection has just begun,” summed up the representative of the Accounts Chamber.
