"Roskomnazor" lost the "sea battle" to "Telegram" - political scientist

Roskomnadzor made a mistake when it announced the blocking of the Telegram messenger, and then failed to enforce it.

Political scientist Alexey Chaadaev wrote about this on his Facebook.

“I don’t like the situation in which government agencies publicly admit their powerlessness to implement the law. Whatever it is, we did not invent the principle of 'dura lex, sed lex'. But this crazy “sea battle” with carpet blocking of IPs, which is going on for the second week, is a shameful mistake,” Chaadaev wrote.

He believes this demonstrates that preventing terrorists from using modern digital technologies is a complex engineering challenge.

“And it is engineering logic that should dictate to the legislator the approaches and methods of rule-making. Before banning or blocking anything at the legislative or even more so at the law enforcement level, serious work is needed to analyze and prepare appropriate technological solutions - otherwise there will be shame and discredit to the authorities,” the political scientist emphasized.
