DPR Ombudsman: Kyiv representatives in Minsk tried to deceive DPR negotiators on the issue of prisoners
DPR Commissioner for Human Rights Daria Morozova is outraged by the behavior of Ukrainian representatives during today’s meeting of the humanitarian subgroup of the Contact Group in Minsk, dedicated to discussing the verification mechanism for the prisoner exchange procedure.

This is stated in a statement by the DPR Ombudsman.
“Today, April 26 in Minsk, negotiations of the humanitarian subgroup ended, where they discussed the verification mechanism. During the discussion, a representative of the Ukrainian side made unacceptable and cynical remarks about a group of relatives, namely, calling them “it’s not clear who.” According to her, the Ukrainian side does not understand why relatives should be allowed into the verification process. After which the representative of Kyiv stated that it is Ukraine’s sovereign right to decide for whom to open their prisons,” Daria Morozova noted in a statement.
According to the DPR Ombudsman, in Ukraine “the sense of tact and respect towards people has been completely lost. This is also confirmed by the fact that this representative demonstratively left the meeting, thereby showing disrespect for other representatives of the humanitarian subgroup.”
Also, according to Daria Morozova, representatives of the DPR raised the issue of the reluctance of the Ukrainian side to participate in the negotiation process.
“The meeting of our subgroup was extremely tense, as the Ukrainian representative in every possible way sabotaged and disrupted the negotiation process. She invited a group of relatives to visit 159 people privately, focusing the attention of those present on the fact that the Ukrainian side considers them free people and cannot oblige them to a meeting.”
Daria Morozova also made public another episode of inappropriate behavior of the Ukrainian representative in the TCG.
“The representative of the Ukrainian side tried to mislead all participants in the negotiations by stating that Ms. Lutkovskaya (Ukrainian Ombudsman - Ed) had expired her term of office. And thus it cannot issue a mandate to third parties. Having discovered Ukrainian legislation, namely the law of Ukraine “On the Commissioner of the Verkhovna Rada of Ukraine for Human Rights,” I managed to catch the Ukrainian negotiator in a lie. Then, directly during the negotiation process, we telephoned Valeria Lutkovskaya, and were completely convinced that her powers were in force,” the statement says.
According to Daria Morozova, “at the last moment we still managed to agree that the verification process would begin on Friday, April 28 at 8:00.”
The DPR Ombudsman expressed the hope that this time “no provocative actions of individual representatives of official Kyiv will disrupt the agreements reached, once again delaying the exchange.”
