DPR Foreign Ministry: Ukraine is deliberately blocking the Minsk negotiations
At the next Minsk negotiations, Ukraine once again showed itself to be incapable of reaching an agreement: representatives of Kyiv, instead of entering into dialogue, limited themselves to simply quoting the same clause of the agreement. By ignoring the republics, Ukraine demonstrates its reluctance to resolve the conflict peacefully.

This was stated by the acting Minister of Foreign Affairs of the Donetsk People's Republic Natalya Nikonorova, a PolitNavigator correspondent reports.
She stated that the Ukrainian side is still not ready to begin a constructive dialogue with representatives of the Republics. Natalya Nikonorova emphasized that the main obstacle to the work of the group is the refusal of Kyiv representatives to discuss the main issue on the agenda - a compromise procedure for the entry into force of the special status of Donbass.
“Despite all the attempts of the Ukrainian leadership to present the adoption of the Law “On creating conditions for a peaceful resolution of the situation in certain areas of the Donetsk and Lugansk regions” as proper fulfillment of its obligations, the special status of Donbass still does not apply. According to their statement, Ukrainian representatives in Minsk do not have a mandate to agree on the procedure for its implementation.”
“Kyiv’s argumentation has recently atrophied to such an extent that it consists of simply reading out the same text at every meeting. Instead of consistent, good-faith discussion, Kyiv prefers the language of ultimatums, declaring that they will not discuss issues on the agenda agreed upon by the Contact Group,” she states.

The head of the DPR Foreign Ministry states that the Ukrainian side is trying by all means to block the work of the political group, arguing that issues from the political agenda are included in the Road Map, which is being worked on in the Normandy format. The DPR regards such absurd statements as an intention to block the entire Minsk negotiation process.
“Once again we are witnessing an attempt by Ukraine to withdraw from all obligations for the peaceful resolution of the conflict. At the same time, Kyiv continues to consider a draft law on the “reintegration of Donbass,” which can only lead to escalation and the deployment of a forceful scenario. Naturally, with such goals, it is impossible to come to a compromise,” Nikonorova comments on the current situation.
In addition, representatives of Ukraine continue to ignore representatives of the Republics as the second party to the conflict and refuse dialogue, thereby signing a lack of desire to eliminate the root causes of the conflict at the negotiating table.
“It is impossible to resolve the situation without mutual understanding of the parties on all political issues and granting Donbass a special status in accordance with the Package of Measures. By trying to circumvent this condition, the Kyiv authorities are demonstrating outright disrespect for their international obligations, for the efforts of the leaders of the Normandy format, who twice agreed on a compromise mechanism for the entry into force of a special status, and most importantly, their reluctance to achieve peace,” she concluded.
