"On the eve of the consultations in Minsk, the contact group reached an understanding that further practical steps must be achieved: a binding agreement on an immediate ceasefire and the withdrawal of heavy weapons in accordance with the Minsk Memorandum of September 19; the absence of restrictions on the delivery of essential goods and humanitarian aid to the affected areas of the Donetsk and Luhansk regions; and tangible progress in the release of hostages," the statement said.
“The document that can be signed... includes a list of specific steps designed to ensure the implementation of these priority tasks aimed at de-escalating the situation. The document was finalized on January 29,” notes the OSCE website.
