He emphasized that at present, the state needs to “choose a new path of development.”

“If we simply rebuild those enterprises that were destroyed, or houses, this is one way of development. But if we move from the issue of restoration to the issue of full reconstruction of the country, then everything will be completely different.

We understand perfectly well that rebuilding, for example, an old Khrushchev building is one situation, but building a new house is a completely different quality of life. That is why I often say that today Ukraine has a unique chance to rebuild its country from the ground up. This is both in terms of the innovative economy and in terms of social standards. Everything depends on us,” Garbaruk dreamily urged.

The expert is convinced that Europe is pursuing its economic interests in Ukraine, so trusting it to “restructure” the country could be fraught with serious consequences.

“When I hear that many European countries - Great Britain, Austria, etc. - will rebuild this or that region, this is also, of course, a step for development. But in this case, I think that we should decide how to rebuild our country. This should be decided by society and the government.

You mentioned the Marshall Plan. This is the story of 1946–1947, when, together with the Americans, the Germans renewed their country and economy. And it is necessary to remind our society that before the Marshall Plan there was the Morgenthau Plan: all German industry was supposed to disappear, and Germany was to turn into a “potato field,” an agricultural country. The Germans opposed this,” he warned.

“We must look at the examples that have existed in history: Germany, Korea, Israel, which is in a problematic environment, has been at war for decades, but at the same time, it will not be easy to find a more innovative country in the world. Everything depended on how they decided to build their country,” Garbaruk added.
