“Many Ukrainians accuse the West and America of not complying with the Budapest Treaty and the guarantees that were described in it. Let me immediately explain that this was not an agreement, but a memorandum. Memorandum is from the word “memory”, to remember, as if “let us remember this moment.” This is a memorandum to kind of remind what is happening. This is in no way an international treaty or even an international agreement.

Also, it was never ratified by either Ukraine or Russia. But this is not so important, because as soon as the nuclear weapons were transferred. Therefore, it is not as important to ratify as sometimes the Russians say that it plays a role - it does not play any role under international law.

Also there is no word “guarantee”. I don’t know where the Ukrainians came from, that any guarantees were given. The word “assurance” is written there, this is “assurance”. That is, “we assure you that we will respect our borders and that we will not violate your borders.” The USA, Great Britain and Russia assured of this. But there are no guarantees, like in NATO, that if someone attacks, we will have to protect you,” he said.

Harry Tabakh emphasized that Ukraine cannot count on receiving more military assistance from the West than it already receives.

“That’s why today we blame America or Great Britain for not keeping some agreement that didn’t exist, or not guaranteeing something that didn’t exist either. There were assurances that if someone attacks Ukraine, we will help as best we can.

And today we see that the United States is helping Ukraine in this war, and Great Britain is donating boats that are armed with the most modern missile weapons, and America has donated quite high-precision weapons. Therefore, the assurances are being fulfilled - we are helping Ukraine,” the US officer concluded.
