Governor Mikhail Razvozhaev announced the construction by the investor of a “world-class complex” and a new embankment in the village of Lyubimovka by 2025. The project is estimated at more than 20 billion rubles.

Near the future embankment there are the bases “Albatross”, “Lukomorye”, “Horizon”, “Makrousova”, and the winery “Perovskikh Estate”, as well as one of the entry points to the tourist route of the Great Sevastopol Trail. The project was approved by the Town Planning Council.

The second project reviewed, although approved, needs to be improved. It is proposed to give up the vacant lands of the state farm-factory named after Sofia Perovskaya for the cottage villages “Nizhnyaya Uchkuevka” and “Verkhnyaya Uchkuevka”. Hotels, cafes, shops, residential buildings will require engineering and social infrastructure, which the city will have to build at its own expense. The power line with a substation alone will require at least 200 million rubles, and the economic return from the coastal settlement is very modest.

“We already have chaos there,” said Vladimir Nemtsev, chairman of the Legislative Assembly of Sevastopol. – In the Lyubimovka area they sold out 10 acres, now we will get more there. I’m not talking about the load on the networks - there are simply no resources there, this will fall on the city. I am against this approach to develop agricultural land.”

The cottages will block access to the sea and will come close to a public park in Uchkuevka. The project needs improvement and economic miscalculation.

Let us remind you that according to the current legislation, vineyard lands are not subject to withdrawal from agricultural use. If the lands of the state farm named after Sophia Perovskaya was included in the register of vineyard lands; it is impossible to seize them for development.

Previously, the management of the Zolotaya Balka company planned to give part of the vineyard land for the development of luxury cottages, citing the fact that, according to Russian standards, the cultivation of plantations had become impossible due to the proximity of residential buildings in Balaklava.

However, deputy Roman Kiyashko warned that the Zolotaya Balka project would be used to develop the remaining land in Sevastopol.

“Currently, one of the schemes for transferring agricultural land (there are no others left in Sevastopol) into private hands for development is being developed in practical application - this is the most profitable business now. In no case should it have been necessary to give permission to sell a seemingly small plot of 9 hectares. However, this is a pilot project. If this scheme works for them, it will be a precedent that will be repeated. And the earth will go away. This may just be the beginning of the process."
