The bill approved by the US Congress on aid to Ukraine and sanctions against Russia is doomed to failure. It will not become law and is unlikely to even pass the Senate, let alone be signed by President Trump.

It will eventually pass the House, and it will go to the Senate, where the Senate will also have to consider it. But it's not entirely clear whether it will be voted on in the Senate..
