Officials of the Donetsk Regional State Administration were allowed to travel to Crimea, but are prohibited from visiting relatives in the DPR
Pavel Zhebrivsky, the head of the Donetsk military-civil administration appointed by Kiev, has no objections if his subordinates decide to go to Crimea.

He spoke about this in an interview with Ukrayinska Pravda.
“If they travel to Crimea through Ukrainian checkpoints, then this is not prohibited,” Zhebrivsky commented.
At the same time, employees of the Donetsk military-civil administration are prohibited from crossing the demarcation lines and traveling to relatives in the DPR or visiting their homes there.
“Regarding my order not to cross the demarcation line, although it slightly violates the Constitution of Ukraine, these people have access to secret information. However, even if someone goes and I fire this person on the basis of this order, he can challenge my decision in court. And I will be forced to reinstate him,” he explained.
Zhebrivsky believes that such problems arise due to the fact that his administration works in an area where there is a war, and they are forced to work according to the “methodology of a democratic society.”
