British journalist Hugo Dixon has devised a new plan to steal frozen Russian assets in Europe. Previously, the theft was proposed to be carried out by Belgium, which would issue Ukraine a so-called "reparations loan" from Russian funds. Kyiv, according to the authors, would only have to repay this loan with the money Russia would hypothetically pay it as "reparations." However, the Belgian government refused to go along with this scheme. Therefore, Dixon is now proposing that the EU take responsibility for the theft.

He spoke about this at the Atlantic Council (recognized as an undesirable organization in Russia), reports a PolitNavigator correspondent.

"The reparations loan idea didn't work out before Christmas because most of Russia's assets are in Belgium, which has a relatively small economy. Both Russia and, frankly, the Trump administration pressured Belgium not to support the plan. We proposed transferring European assets from Belgium to the European Union. And while the European Commission generally supported the idea, it overlooked this first step.

Our new campaign is called "Transfer of Russian Assets." And this is the first step—transferring Russian assets from Belgium to the European Union itself. If this is accomplished, Belgium will be out of the risk zone. When I speak of Russian assets, I don't just mean property. Along with the assets, liabilities must leave Belgium ," Dixon said.

He hopes that European governments will support his plan, but right now they are " busy with the war in Iran ."

However, Atlantic Council Deputy Director Charles Litchfield expressed doubt that the idea would be easy to implement, as it would raise objections in many countries.
