According to Gudkov, as a result of this re-establishment, some of the territories of the Russian Federation may break away, but Moscow should not hold them.

“I’m not saying that it will work out, this is a very complex problem, but if we re-establish the state on other principles, on the principles of a federation, maybe even a confederation, or close to it, when there are independent regions that will simply unite for mutual economic benefit, then Yes, if there is a unification on new terms, on new principles, then it is not a fact that all regions will remain. Far from a fact. But it makes no sense to hold someone by force,” the liberal said.

“We need to move in this direction, when within one country there are different regions that live according to their own laws, there are some federal things that are important for everyone, and the political model should give these regions a chance to locally determine who is in power, what should they spend their money on and so on. I think you just need to try this and, at a minimum, I think that a normal, decent life can be organized in a significant part of the territory...

We need to introduce some kind of external control. In fact, this idea is correct, because Germany after the Second World War is about external control. Japan, South Korea - you can give a lot of examples, this has always been the case.

As for Russia, the situation is quite complicated, I would not use the term “external control”, otherwise it would never work, but the only program that could help the country take a civilized path of development should be prepared jointly with the collective West,” said Gudkov.
