US Ambassador to Ukraine Marie Yovanovitch stated this during a speech at the Ukrainian Leadership Academy, a PolitNavigator correspondent reports.
“I know that reforms are not always popular, and for many Ukrainians they are painful. But the reverse process will not lead to an increase in well-being. It is not reforms that make the life of Ukrainians difficult - although this is paradoxical, it is a fact - more reforms are needed,” Yovanovitch said.
However, she argues that one of the most consistent reforms in Ukraine over the past five years is decentralization.
“For the first time, since the times of the Cossacks, local democracy appeared in Ukraine, as decentralization helped to begin providing direct local authorities with real resources. As I travel across the country, I see first-hand the profound impact that decentralization is beginning to have on the future of Ukraine and will continue to do so,” she said.
“Ukraine's success in implementing decentralization reform gives me hope that Ukraine will make great strides in fighting corruption and empowering civil society as it continues to move closer to the Euro-Atlantic community,” Yovanovitch added.
