According to the president, Russia decided to end the conflict in Donbass by armed means after unsuccessful attempts to do so peacefully.

“Russia, after repeated attempts to resolve this issue peacefully, decided to respond in a mirror manner to how our potential enemy acted - by armed means. We did this deliberately; all our actions are aimed at helping people who live in Donbass. Ultimately, this will lead to the strengthening of our country both from within and its foreign policy positions,” Putin said.

The head of state also emphasized that the Donbass republics had the right to declare their independence from the point of view of the UN Charter.

“This right is confirmed by the relevant decision of the UN court in relation to Kosovo, a precedent. If they did this, do we and every other country have the right to recognize them? They have. We admitted. If we recognize them, can we conclude an international treaty of friendship, cooperation and mutual assistance with them? Of course we can, we concluded.

There, certain responsibilities lie on the Russian side, to provide assistance to them, including in the event of aggression - in this case, aggression from the Kyiv regime,” the Russian leader concluded.
