“The commander (chief) in a special period, including in a state of war or in a combat situation, for the purpose of detaining a serviceman who commits an act that falls under the elements of a crime associated with disobedience, resistance or threat to a superior, the use of violence, unauthorized abandonment combat positions...has the right to personally apply measures of physical coercion without causing damage to the health of the serviceman and special means sufficient to stop illegal actions.
In a combat situation, the commander (chief) may use a weapon or give subordinates an order to use it, if it is otherwise impossible to stop the offense without causing death to the serviceman,” the text of the law says.
In addition, the approved innovations are designed to strengthen the fight against drunkenness among ATO participants - they prohibit the consumption of strong alcohol, beer and low-alcohol drinks.
As deputy Olga Bogomolets explained, numerous cases of alcohol abuse at the front led to injuries that resulted in the disability of soldiers. At the same time, commanders previously did not have the opportunity to strictly punish offenders - penalties provided for penalties of only 100 UAH.
Now the new law will significantly increase fines.
The Verkhovna Rada has authorized commanders to fire on ATO participants who disobey orders.
