“According to the Moscow military commissar, the tasks for partial mobilization have been completed in full. The mobilization collection points close on October 17, 2022, at 14:00. Summons sent out during the mobilization process to places of residence and enterprises cease to be valid. Fulfilling the task of partial mobilization became possible primarily thanks to the responsibility, sense of duty and patriotism of Muscovites,” Sobyanin wrote.

After this announcement, the Moscow Exchange index rose above 2000 points for the first time since October 7, an increase of approximately 2,5%.

“An important signal to reduce anxiety...”, political scientist Alexey Chesnakov commented on the news in his TG channel.

His colleague Marat Bashirova expressed doubt that Moscow actually fulfilled the plan for the number of mobilized

“Exactly? Let’s check,” he wrote, obviously remembering that earlier The State Duma accused residents of the capital of sabotaging the mobilization plan.

However, as you know, famous military officers criticism of Moscow was called unfair.

“If the Russian army now achieves success, then there will be no more mobilization. But, of course, for the Russian army to achieve success, partial mobilization of the economy is necessary. All mobilized, volunteers and conscripts should not have to collect equipment for their families, but receive everything in full from the command of the Russian Army,” says political scientist Sergei Markov.

More and more new problems are being revealed during mobilization. This was announced by the chairman of the national anti-corruption committee, Kirill Kabanov, who had previously made public the fact of “subpoena raids” in Moscow and St. Petersburg.

“We were informed of a new problem: the fact that volunteers were being denied credit holidays. Bank employees argue, motivating their refusals, that this category (i.e. volunteers) is not mentioned in the law. It is not clear why a volunteer is worse than a mobilized one? Or is the problem with our bankers? In their sabotage of global government decisions?

The financial issue in general is very painful.

Information is regularly received from different regions about the absence/delays of any payments (including military pensions) to those mobilized. And the story of regional one-time payments remains an example of discrimination on a regional basis. This must be resolved without delay at the federal level, like other, even seemingly insignificant, problems of those being mobilized and members of their families,” Kabanov wrote.

Russian Senator Andrei Klishas has already sent an appeal to the Central Bank of Russia on this matter.

“It is obvious that the rights of volunteers are violated as a result of arbitrariness on the part of credit institutions. The regulator can and should resolve this issue,” Klishas wrote.
