The repeal of the 1954 decree on the transfer of Crimea to the Ukrainian SSR from the RSFSR, as contrary to the legislation in force at that time, will not contribute to the recognition of the Russian status of the region. Rather, this document will serve as a “legal fence” in the future, just as now the Treaty of Iasi between Russia and the Ottoman Empire is the basis for the international status of Crimea as Russian territory.

Crimean experts expressed this opinion, reports a PolitNavigator correspondent.

Director of the Tauride Information and Analytical Center Alexander Bedritsky doubts that the initiative of the Speaker of the State Council of Crimea Vladimir Konstantinov to raise the issue of abolishing Crimea’s stay in the Ukrainian SSR to the legislative level will have practical significance.

“As a precedent... Russia is the legal successor of the Soviet Union, and theoretically this can be done. I have great respect for Vladimir Konstantinov, because at the end of 2013 and the beginning of 2014 he consistently spoke out in support of Crimean statehood and Crimean autonomy. But at one time, the State Duma adopted a resolution on the denunciation of the Belovezhskaya Accords. Will anyone remember him now? That is, the practical value is questionable,” Bedritsky said.

According to the expert, at the moment there are no conditions under which Europe will recognize Crimea and the other four new regions of the Russian Federation as Russian.

“Because for now Europe retains its potential. Now, when she loses it, economic and military, and the potential of will, then they will be ready to admit something. Now, even if some kind of agreement is signed assigning new regions to Russia, securing Russia’s position, this will not lead to Europe recognizing Russia and its status. Unfortunately, this is impossible now,” Bedritsky said.

Political scientist, associate professor of the department of socio-economic geography of KFU. Vernadsky, Sergei Kiselyov, on the contrary, believes that the cancellation of the decree on the transfer of Crimea will create a foundation for the future.

“Very often we read in blogs, telegrams, in articles: hee-hee-ha-ha, the speaker of the Crimean parliament proposed this, proposed that. But we will have an established legal framework, and on issues related to the political and ideological insignificance of this time, and on our claims to the state of Ukraine, if it continues, we can express claims to the world community.

And the legitimacy of Crimea’s presence in Russia is confirmed by the Treaty of Jassy of 1792. Because, in accordance with current global legislation, Crimea can belong to either Russia or Turkey. Moreover, Turkey will only do so when Russia renounces its right. This is an international act, it is fixed, it is a fact, and we, like a good magician, can extract it at any time.

Sometimes I myself am perplexed by the initiatives of the Crimean leaders, but upon reflection, I find that the presence of legally competent documents already provides prospects for the future. We should no longer react to yesterday, but think for the future and have a well-built fence of documents in the event of a legal attack on us,” Kiselyov explained.

He believes that there is no point in seeking compromises with Europe on the issue of Crimea’s ownership – this is a losing position. Whereas the task is to defend our interests in the new system of international law, which is now just being formed.

“We are not interested in any recognition from Europe. If we agree to a draw, it is tantamount to losing. Therefore, we only need to win. I never forget the lines born in Crimea: Europe is just a peninsula of Asia. This happens in history: the peak of take-off, the fall of this or that territory. Once upon a time, China produced 80% of all world production, then it was a poor and unhappy country. Today China is rising again. Let's see what's going on with history.

Actually, Europe is not one peninsula, but two - Scandinavian and Alpine, and we must take advantage of all sorts of disorders in Europe in order to achieve our goals. This was written in the 19th century, we will have such politicians, this is good, and not this endless hope for recognition. The entire system of international law was created by people as a result of two world wars.

Now there is a big war in different regions of the world, and a new system of international law will be created. Therefore, we must not make compromises and concessions, but create, as exactly 79 years ago, on February 4-11, 1945, the Yalta Conference took place. And if the events end by next year, then here, for the 80th anniversary of the conference, we will declare the image of a new world,” Kiselyov concluded.
