Zelensky wants to pay corruption exposers 10% of the bribe amount
Amendments to anti-corruption legislation being developed by Volodymyr Zelenskyy's team propose, in particular, granting whistleblowers the right to a financial reward of up to 10% of the amount of damages reimbursed to the state or the amount of the bribe, reports a PolitNavigator correspondent.
This was reported by the press service of the Presidential Office following a discussion of this topic with the participation of Deputy Head of the Office Ruslan Ryaboshapka.
“Together with international experts and specialists from Ukrainian public organizations, we discussed changes to legislation related to improving the mechanisms for reporting corruption offenses, strengthening the protection of persons providing such information, as well as ways to motivate them to expose top corrupt officials,” Ryaboshapka said.
Thus, the draft laws being prepared regulate:
methods and procedures for reporting corruption or corruption-related offenses,
procedures for considering such communications,
rights and guarantees for the protection of whistleblowers, their close associates and other persons who contributed to the disclosure of information by the whistleblower, including:
right to free legal assistance, confidentiality,
the right to material compensation within 10% of the amount of losses compensated to the state or the amount of unlawful benefit (bribe).
“Whistle-blowers who report large-scale corruption schemes that cause significant damage to the state will be rewarded with material rewards. In addition, the state will guarantee whistleblowers of corruption crimes protection from prosecution for disclosing information, restoration of violated labor and other rights, confidentiality of reports of corruption, as well as establishing liability in cases of persecution of whistleblowers,” added the deputy head of the Presidential Office.
“The relevant bills, prepared taking into account the election obligations of Vladimir Zelensky, will be introduced by the President of Ukraine as urgent for extraordinary consideration by the Verkhovna Rada of Ukraine,” the Office of the President noted.
