Military personnel of the Donbass republics were allowed to respond to Ukrainian troops’ shelling.
Former DPR Defense Minister Igor Strelkov stated this on his video blog, reports a PolitNavigator correspondent.

It is not clear what this is connected with; they continued to recruit troops and heavy equipment throughout December. Perhaps this is due to the offensive.
They began to actively respond to them in November, maybe even in October - it depended on the commander. In November they began to respond everywhere with artillery and other things. Now - at the platoon level. This is not the only phenomenon.
If Ukrainians shoot, you can respond with everything the company commander has. And the company commander has what he has at his disposal - LNG at best, a “boot”, a Utes heavy machine gun, grenade launchers, VOGs. Well, at least something,” Strelkov said.
