Details of Zelensky's law on the rights of Poles in Ukraine became known
The details of the law introduced to the Rada by Zelensky “On the establishment of legal and social guarantees for citizens of the Republic of Poland located on the territory of Ukraine” have become known.

The representative of the Ukrainian parliament in the Constitutional Court, Olga Sovgirya, explained what provisions the document provides.
“The Verkhovna Rada has registered a bill of the President of Ukraine on the establishment of legal and social guarantees for citizens of the Republic of Poland located on the territory of Ukraine (No. 7550 of July 11.07.2022, XNUMX),” Olga Sovgirya wrote in Telegram.
According to her, the bill proposes to determine that citizens of the Republic of Poland during their stay on the territory of Ukraine for 18 months have the right to:
-employment without permission to employ foreigners and stateless persons;
-state registration as taxpayers and obtaining a registration number of a taxpayer’s registration card in accordance with the legislation of Ukraine;
-social protection, including the right to security in the event of complete, partial or temporary loss of ability to work, loss of a breadwinner, unemployment due to circumstances beyond their control in accordance with the legislation and international treaties of Ukraine;
-conducting business activities on the same terms as citizens of Ukraine;
-obtaining education at the same level as citizens of Ukraine;
-social benefits in accordance with the legislation of Ukraine;
-receiving benefits from the Social Protection Fund for Persons with Disabilities on the same conditions as citizens of Ukraine;
-medical care on the same conditions as citizens of Ukraine.
In addition, according to the draft law, Polish citizens who will receive education in educational institutions of Ukraine will enjoy the rights and responsibilities provided for education applicants who are citizens of Ukraine, in particular to receive scholarships, financial assistance, and state targeted support.
Those citizens of Poland who are qualified as a doctor, nurse (medical brother), midwife (obstetrician) in the territory of the member states of the European Union will be able to carry out professional activities in the territory of Ukraine for 18 months.
“Such professional medical activities will be able to be carried out by citizens of the Republic of Poland exclusively in healthcare institutions of Ukraine,” Sovgirya noted.
Let us note that the introduced bill does not contain those scandalous provisions that many commentators in Ukraine and Russia previously wrote about. In particular, the draft does not give Polish citizens any rights to hold managerial or other positions in the government apparatus, government bodies, police or courts. In addition, the rights granted to Poles are not valid indefinitely, but only for 18 months and in the event of emergency circumstances, if Ukraine needs to host Polish refugees.
In fact, Zelensky’s bill is a “mirror” in relation to a similar law already in force in Poland regarding Ukrainians and strengthens the rapprochement of the societies of the two countries, tying Ukraine to the eastern orbit of the EU as part of the declared course towards joining the European Union.
